To be,Condition (быть) - вспомогательный глагол настоящего времени. Оно делится на 3 формы:
Am, is, are. Употребление с subject:
Am - I (я)
Is - He, she it (он, она, оно)
Are - you, we, they (ты(вы), мы, они)
Чтобы преобразовать вопросительную форму, нужно только вспомогательный глагол перенести в левую сторону.А к отрицательному добавляем not. Например:

-Belgium, France and Germany are not(aren't) in the EU
?Are Belgium, France and Germany in the EU?

Past simple(condition) - вспомогательный глагол прошедшего времени. Оно делится на 2 формы:
Was - был. с ним мы употребляем subject: I, he, she, it(я, он, она, оно)
Were - были: you, we, they (ты(вы), мы, они)
