To form present simple passive questions, we use the auxiliary verb "be" (is/are) in the appropriate form + the past participle of the main verb, + the subject.

For example:

- Is Amsterdam organised well for cyclists? (Auxiliary verb "is" + past participle "organised" + subject "Amsterdam")

- Are bicycles used by teenagers in Amsterdam? (Auxiliary verb "are" + past participle "used" + subject "bicycles")

- When is a safety test given to children? (Auxiliary verb "is" + past participle "given" + subject "a safety test")
